# Create a Deal

> ℹ️ Only manual deals can be created in the UI. Deals in the Synced and Deal Marketplace tabs are automatically populated from FreeWheel suppliers.

To create a deal, do the following:

1. Open the Create Deal page. You can do this one of three ways:
  1. From the Deals Overview page: **Trafficking **> **Deals **> **Overview **> **Create**
  2. From the Manual tab: **Trafficking > Deals > Manual > Create**
  3. From any page, select the **Create **button (plus icon) on the top right of the ribbon, and select **Deal**.
2. A screen will appear with the following fields to complete:  
***Required**

| **Section** | **Field** | **Description** |
| --- | --- | --- |
| Essential Settings | ***Name** | The desired name for the deal. |
| ***Inventory Source** | The exchange that created the deal. |
| ***Deal ID** | A string of numbers used as an identifier for the deal that is shared between the buyer and the seller. |
| **Advertiser** | The advertiser associated with the deal. Leaving this field blank makes the deal available to all advertisers within the account. |
| **Publisher** | The publisher that the deal was created with. |
| **Eligible Line Item Type** | What line items are allowed to target this deal. Options include:<br>> All  
> Banner  
> Video  
> Native  
> Audio |
| **Deal Type** | The deal type, which is one of the following:<br>> Open Auction Deal (any buyer)  
> Private Auction Deal (only specific buyers)  
> Preferred Deal (price or other preferred priority)  
> Guaranteed Deal (guaranteed impressions at fixed CPM) |
| **Start Date/End Date** | The start and end of the deal being active. If no dates are selected, this deal is eligible to use at any time. |
| ***Currency** | The currency format of the deal, represented as one of the chosen currencies set up within the account. |
| **Line Item CPM Override** | A CPM value for the deal that will take precedence over the associated line item’s CPM bid. |
| **Floor Price** | The minimum bid for a deal. The floor price for reference only and will not affect a line item's bidding behavior. |
| Additional Notes | **Alternative ID** | An alternative deal ID for use with reporting in an outside system. |
| **Notes** | A free-text section for additional notes about the deal. |

3. Save the deal:
  1. Select **Create **to save and return to the **Overview **tab.
  2. Select **Create and Start Another** to save and open a new Create Deal page.

# Target a Deal on a Line Item

Once a deal is created, it is eligible for targeting on a pre-created or new line item. To target a deal, follow these steps:

1. From the **App/Site **tab on the line item targeting screen, scroll down to **Deal**.

> ℹ️ On the **App/Site **tab on the line item targeting page, there are two format options to toggle between when selecting a deal:
> ℹ️ 
> ℹ️ - List view: This view will source deals that have been created for the account. To find and select the desired deal, scroll or search by the deal name.
> ℹ️ - Comma-separated text field for manual input of deal IDs without creating a deal object.

2. View a list of created deals, or type in the navigation bar to find a created deal. Each viewable deal will be accompanied by a deal ID.

> ℹ️ Deal IDs are only unique per exchange, so users must prepend the exchange abbreviation before the Deal ID. For example, to target Deal ID "deal12345" on Google’s AdX, users should input "adx/deal12345".

3. To include or exclude a deal for targeting, click the green check mark or red strikethrough circle to the left of the deal name.
4. Click **Save & Continue** to save the changes.

## Override a Line Item CPM with a Deal CPM Override

> ℹ️ This feature is only available for line items using bidding strategies where a flat CPM (CPM or VCR) is in use. Different CPM override prices can be applied on different deal IDs. 
> ℹ️ 
> ℹ️ The UI will not allow saving a CPM Override that is lower than the Floor Price set on the Deal.

Deal CPM Override is a manually input number added during the creation of a deal that will take precedence over the deal's CPM when activated. This override will not be applied when a deal is targeted via Deal ID List. To enable the override, the line item has to target the deal directly, while deal ID lists are still available for use in targeting. Once a deal has been selected from either targeting method, an option to override the CPM bid will be shown. For the deals where an override CPM is defined on the object, the price will automatically be applied. If left blank, the line item is going to fall back to the line item’s CPM specified on the overview screen.

# Troubleshoot Deal Delivery

## Troubleshoot a Deal that is not Delivering

### 1. Traffic Validation

- Confirm traffic enablement by verifying QPS (Queries Per Second) for targeted Deal ID(s) through Metamarkets.
- Utilize Deal ID Lists to manage Deal ID QPS, reducing the need for constant support interactions.
- Note that Google AdX deals created using the Buyer Cloud seat require "Acceptance" within the Authorized Buyers account.

### 2. Exchange Prefix

- Ensure inclusion of the specific exchange prefix (such as "sx/" for SpotX) on targeted Deal IDs.
- Each exchange maintains a unique prefix requirement.

### 3. Bid Price Considerations

- Verify that the bid price exceeds the deal floor.

> ℹ️ Metamarkets displays the Open Market floor, not the deal-specific floor. Consultation with the exchange is recommended for precise floor pricing.

## Auction Type Nuances

### 1st & 2nd Price Auctions

- Buyer Cloud may reduce bids by applying media seat fees and discrepancy allowances.
- It is recommended to bid higher than the floor price to ensure bid submission.

### Fixed Price Auctions

- Buyer Cloud does not reduce bids in fixed price scenarios.
- Bidding can occur at the exact deal price.

## Additional Delivery Impediments

### Creative Approval

- Creative APIs exist with Google AdX and AppNexus for pre-approval.
- For exchanges like Index without creative API support, bids may occur without wins.
- Direct exchange communication or FreeWheel Support can assist with troubleshooting.

### Seat and Domain Approval

- Some Deal IDs restrict access based on buyer seat, advertiser domain, or category.
- Verification of specific seat or advertiser approval is crucial.

### Targeting Restrictions

- Overly restrictive targeting can limit delivery.
- Challenges may arise with:
  - 1st and 3rd party audience matching
  - Domain/app list precision
  - Exchanges obfuscating user IDs or IP addresses

## Specialized Deal Considerations

### Programmatic Guaranteed Deals

- Review PG guidelines carefully.
- Ensure 100% Deal ID inventory acquisition.

# Configure a Passthrough Deal ID List

Passthrough Deal ID lists allow users to target both open marketplace and private marketplace inventory with the same line item. This simplifies trafficking for users who do not have a specific budget goal for private marketplace deals, but would still like to spend some budget on them. 

To set up a passthrough deal, do the following:

1. Navigate to **Trafficking **> **Lists** and create a **New List.**
2. Create a deal ID list with the desired deal IDs. More information on how to create a deal ID list can be found in [App/Site Targeting](https://freewheel-knowledge-hub.atlassian.net/wiki/spaces/BC/pages/115310640).
3. Navigate to **Admin** > **Accounts **and select the account to apply the passthrough deal list to.
4. In the **Overview** tab, use the **Passthrough Deal Lists** dropdown to select the passthrough deal lists to apply. All deal ID lists associated with this account will appear in the dropdown.
5. Select **Save & Close**.

> ⚠️ At the line item level, do not target the deal list or deal IDs; doing so will restrict bidding to the targeted deals. Other types of targeting (such as geo or device) may be applied, or targeting can be restricted to the exchanges with which passthrough deals exist.

> ℹ️ Please note that editing of accounts can only be done by users with both administrator and multi-account access. To enable multi-account access, please contact FreeWheel Support.

When using a passthrough deal ID list, line items will bid in both of the following scenarios:

- The line item targeting matches AND the deal IDs are present on the auction.
- The line item targeting matches AND the deal IDs are NOT present on the auction.

Passthrough deal IDs are set up at the account level and will be applied to all line items in that given account.
